Investors entering Tanzania Mainland or Zanzibar typically expect company incorporation to be the main procedural hurdle. In our experience advising both local and foreign clients, the investment permit process through TISEZA or ZIPA is where timelines most often slip, usually because supporting documentation is prepared for the wrong stage of review.
TISEZA and ZIPA are primarily assessing capital commitment, sector eligibility, and job creation projections, not just corporate formalities. Applications that bundle these justifications clearly, with supporting financial projections, tend to clear review markedly faster than applications that treat the permit as a formality appended after incorporation.
We also advise clients to resolve land questions early where the investment involves a physical site, including tourism or agricultural land. Land allocation processes run on a separate track from the investment permit and can become the actual bottleneck if not started in parallel.
Our recommendation to incoming investors: engage local counsel on the permit and land strategy before finalizing incorporation documents, not after.
